What this PR does / why we need it:
It has been observed in CI that the static pod kube-vip creation has been failing intermittently with not being able to pull the image. On further debugging, DNS resolution seemed to not be working with the name servers that were already present on the machine. Pass additional server 1.1.1.1 to the public network creation as it promises to be stable.
