Set TerminationMessagePolicy to FallbackToLogsOnError

What this PR does / why we need it:
This PR contains changes to set the TerminationMessagePolicy for controller managers to FallbackToLogsOnError

By setting the terminationMessagePolicy to "FallbackToLogsOnError", you can tell Kubernetes to use the last chunk of container log output if the termination message file is empty and the container exited with an error. The log output is limited to 2048 bytes or 80 lines, whichever is smaller.

Special notes for your reviewer:

• Please let me know if there are other pods/containers that may need the TerminationMessagePolicy to be set.
• The change was tested minimally with a successful deployment.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
