🐛 Fix dependency version for make update-helm-plugin-repo

What this PR does / why we need it:

Fixes error in make update-helm-plugin-repo, which unblocks post release steps required to publish new helm release chart, described in https://cluster-api-operator.sigs.k8s.io/04_developer/01_release#post-release-steps. PR is generated in #662
