Request Netlify site for book

Description

Initial netlify configuration is being added in #433 and we should request a Netlify site for the operator book by opening a request in k8s org.

The following must be requested from the k8s org:

• Netlify site.

• Project subdomain.

This issue is currently awaiting triage.

If CAPI Operator contributors determines this is a relevant issue, they will accept it by applying the triage/accepted label and provide further guidance.
