What this PR does / why we need it:
The upgrade tests use version 1.1.99 (.01 less than the next big upstream version) to represent an image with the latest source code files. This PR fixes the clusterctl-settings.json file to specifically tell clusterctl that this version exists. This file is managed in a python script in upstream cluster-api and we should probably do the same here.
