kustomize v3.8.2 has a bug that causes it to not update the name of the Namespace (kubernetes-sigs/kustomize#2867). The issue is fixed in v3.8.4

What this PR does / why we need it:
kustomize v3.8.2 has a bug that causes it to not update the name of the Namespace (kubernetes-sigs/kustomize#2867).
