Some resources missing the cluster-api category

What steps did you take and what happened:
PacketCluster doesn't show up in kubectl get cluster-api

What did you expect to happen:
PacketCluster to show up

Anything else you would like to add:
The PacketCluster resource (and other resources we expose) should be included in the cluster-api category
