Add support for single device reservation IDs

For production control planes, the instances will be long running and using device reservations is a great cost saving measure.

I updated the issue title to reflect that this refers to a single Machine with a single HardwareReservationID. I will open a separate issue (and link here) to reflect usage of MachineDeployment with templates and reservation IDs.
