What this PR does / why we need it:

The kubernetes package provided in pypi doesn't include kubernetes.leaderelection.resourcelock in the package manifest of setup.py, this causes import failures.

Which issue(s) this PR fixes:

#1475 (not marking as Fixes, as it needs an additional base PR to entirely fix to be able to run example.py successfully)
