What this PR does / why we need it:

Talked with @scottilee offline. Doing the first step in the release process.

Pulling master into release-18.0:

$ git fetch upstream
$ git checkout upstream/release-18.0
$ git checkout -b release18               
$ git submodule update --remote           # needed only because the submodules in the two branches diverged
$ git commit -am 'update submodule'       # needed only because the submodules in the two branches diverged
$ git pull -X theirs upstream master

Updated the CHANGELOG.md.

Does this PR introduce a user-facing change?

NONE
