What this PR does / why we need it:
There is an issue with ansible_pkg_mgr being undefined for Kylin Linux in ansible-core versions below 2.16. Here, we have optimized the handling of this issue and currently addressed the related problems only for kubespray releases 2.23 and 2.24.
