Applies the major/minor JS Dependabot bumps together (one lockfile regen): - next 15.5.18 -> 16.2.10 (Turbopack default; tsconfig jsx=react-jsx + dev types) - @graphql-codegen/typescript(-operations) 5 -> 6 (regenerated web/lib/gql) - tailwindcss + @tailwindcss/postcss 4.3.x -> 4.3.2 - packages/ui/tsconfig: drop removed-in-TS7 baseUrl, use relative paths TypeScript is held at 6.0.3: next 16 does not recognize typescript 7 (its TS integration reports TS 'not installed' and the build worker crashes), though tsc 7 itself builds the shared packages fine. Supersedes Dependabot #130/#131/#133/#136; #129 (TS 7) is blocked by next 16. Verified: pnpm build (types/tokens/ui), web codegen:check, web type-check, next build — all green.
