This PR implements in-place package authoring:

  • Adding to the mutation pipeline
  • Adding a resource to the resource list of a package

CRUD is not supported.

Do we want to go down this road?

There is no matching issue.

This is not in the current scope of the project.
Similar functionality is planned to the PackageRevision API in Porch.
We should also think about how to access one particular file in the kpt package. This could save lots of network bandwith in case of big packages.
