Can't adjust position offset

As the title suggest, I can't figure out how to adjust the position offset in the sequence editor. Neither the help menu nor the wiki says how to do this (also, sorry if there is somewhere else that I'm supposed to put questions like this instead of making an issue. I couldn't find any other place)
