Usage: KokkosBlas::rot(space, X, Y, c, s); KokkosBlas::rot(X, Y, c, s);
Applies a rotation of angle alpha defined by c=cos(alpha) and s=sin(alpha) to the vectors X and Y in the x-y plane.
