Create op tasks container

This is where cron jobs (not heavy, but ones like asset_registry_cache) will be run.
Requires (one of below):

1. Similar to koios full node:

• connectivity to postgrest (curl, jq)
• basic shell utils (bash, grep, awk, sed)
• cron

2. We can start using alternate langs instead to manage the above (in case of which , we'd build those modules)

• python script or go binary
• scheduler lib included
