Broken KUBERNETES_MIN_VERSION

Describe the bug
In the new version KUBERNETES_MIN_VERSION does not work, the next list services are broken: (In version 1.20.1 everything is just perfect)
mt-broker-controller-*, imc-dispatcher-*, imc-controller-*, eventing-webhook-*, eventing-controller-*, net-istio-webhook-*, net-istio-controller-*, webhook-*, autoscaler-hpa-*, autoscaler-*, controller-*, activator-*

Here is logs form "mt-broker-controller", all other services have the same issue:

Expected behavior
All services are running.
