📝 Makes sure readthedocs upgrades sphinx

Makes sure the version of sphinx is the latest. Just like the one used in the CI. This is needed because readthedocs is running on `sphinx<2` by default. The error was: ``` master file /home/docs/checkouts/readthedocs.org/user_builds/mapview/checkouts/develop/doc/source/contents.rst not found ```
