Modify the file structure

1. Create config/member_management_config folder to store different orgs member management configuration and rename the original member.yaml to kitex_contrib.yaml
2. Create Job/member_management folder to store different orgs member management jobs and rename the original member_sync_job.yaml to kitex_contrib.yaml
3. Change some detail configuration of each files mentioned just now
