Allow global configuration via properties file

The analytics plugin uses a YAML-based per-tenant configuration. See docs. There is a requirement from some customers to also support global configuration (via properties in the config file).

To start with, we will only enable global configuration for simple properties (single values and lists specified as comma-separated values). Complex properties (like pluginPropertyKeys and databases) would still need to be configured via the per-tenant configuration. Global configuration for such properties will be implemented as part of #163.

Addressed in #162. Version 8.1.2 of the plugin is released. Closing this issue.
