[Admin Portal] Denying permissions before logging in #12
Description
So... Remember how when I want to login into the main site, we just type the URL and if we aren't logged in, it stores the page address and redirects us to /login? Well, in that site, even for gov-portal, we had this thing going on. But in this site, I just get a 403 without even getting a chance to log in.
