feat(windows): truncate the context characters furtherst form the cursor in the Keyman log.

The context is printed showing the unicode values of the context is several places in the Keyman log. However if it is longer than 24 characters it truncates it keeping the character furtherest from the cursor or caret. For debugging purposes it would be better to have the charcters closet to the cursor that are relevant to the Keyboard rules.
