having the safe view inside the portal is too dangerous as it can create untappable areas underneath the full screen overlay. It seems impossible to click through so instead we need to avoid this. Instead we never make it safe and make the children handle it themselves. Maybe clean this up if we ever cleanup the floating box / relative box / etc hierarchy
This fixes not being able to send when showing the suggestors
