Scrollbar on custom dashboard editor view

Describe the issue

due to "row" class adding some negative margins that overflows. I fixed it for apps but the custom dashboard one is trickier because there is a lot of el-row / el-col nested. Maybe we should use raw flexboxes instead so that it's easier to handle idk
