Exclude "PrivacyInfo.xcprivacy" files from "Pulse" and "PulseUI" targets in Package.swift.

Hey, thanks for raising this!
I would guess PrivacyInfo.xcprivacy needs to be include in resources, which I was hoping to avoid adding to the package as SwiftPM often struggles with them.
