Remove-PIMAzureResourceEligibleAssignment: Request cannot be cancel #79

If the request is already provisioned, we cannot cancel it and get:

"code": "RequestCannotBeCancelled",
"message": "Request is not in cancellable state."

Need to check the request status and if it's provisioned we need an admin remove instead a cancel.
