dashboard: Add single PR view

Goals:

• Have a view that list of all test runs for a single PR
• Add a link to the PR view in the gatekeeper job's output
• Stretch: When a PR is created, automatically create a comment that links to this view in the dashboard

Just dump PR into official repo
