I envision a CI that triggers the operator CI jobs when changes land in the kata-containers and operator repositories. It should use the latest available runtime-payload.

jobs-builder: enable multi-arch on confidential-containers-ci

With this change the "wait for images" stage will wait images for all
architectures which have at least one test job.

Fixes kata-containers#534
