Remove quote marks around the code block captions in `options.rst` and add a link to apply to the DocSearch program.
Add more configuration options to DocSearch, such as, placeholder, initial query, and missing results URL.

This PR adds a few more options for DocSearch,
such as
placeholder,initial_query, andmissing_results_url.As a follow up from #1262, this PR also removes quotes
"from the caption inoptions.rst.
