Decode single-quote unicode code points

In Roc you can you single quotes to get a unicode codepoint, like so: `'\n'`.

Maybe not the most important feature for RVN, but it'd be nice to have it regardless, keep the differences with Roc small.

Roc builtins don't support working with codepoints, so we might want to pull in roc-lang/unicode for this.
