Entire run fails if cannot retrieve ASG metrics from cloudwatch

If the new configuration option is used (InstanceCountIncreaseDelayMinutes) but the ASG does not have metrics enabled or any data, the run will fail, as the historic desired instance count cannot be retrieved.

Ideally only the current alerting group should fail - subsequent groups should continue to be processed, but we should still report overall failure after that.
