Fix Portal to prompt for sign-in on Android #481

This configures the Evil Portal with a different IP address, 172.0.0.1, which my Samsung/Android device recognizes as a captive portal and prompts for sign-in (opens webpage).

Also tested and working (prompts for sign-in) on Apple/iPad.

Before this change, on my Samsung phone I would have to open a browser and manually enter the IP address.
