For example, the following command

 jupyter server extension enable voila --user

fails with

Enabling: voila
- Writing config: /usr/etc/jupyter
    - Validating voila...
      voila 0.2.3 OK
      X Validation failed: [Errno 13] Permission denied: '/usr/etc'
jupyter server --version

gives 1.0.1
