Axe-core does not support node < 12

Product: axe-core
Expectation: run on older versions of node
Actual: requires node engine of >=12

Version axe-core@4.4.2 removed support for node versions under 12. This caused a breaking change. As eslint-plugin-jsx-a11y should be compatible with node versions >=4, this dependency should be locked at 4.4.1.

Issue opened with axe-core:

• Backwards compatibility for node removed as part of a patch dequelabs/axe-core#3537
