Host static `minutes.json-ld.org` via gh-pages

This first came up in #461 (comment).

Given that the json-ld/minutes is essentially static--or could easily be made to be--it could easily be hosted as a gh-pages site.

Making the site static also has the benefit that it requires no software to view it's contents after downloading and makes future hosting elsewhere easier / less costly.

It could continue to be served in it's current location json-ld.org/minutes or (as a positive consequence of it being in its own repo) at minutes.json-ld.org.

The main issue with this repo is the huge size due to the audio files. It's entirely possible that attempting to host this on GitHub would hit resource usage limits. Another alternative is to extract the text parts back into the main site repo and host the audio elsewhere (youtube, soundcloud, archive.org, etc). But that adds new challenges. Other tools like git-lfs or git-annex may help too.
