Incorporate Annual Badge Review cycle #55
Description
Badges should have some periodic review (annual? biennial? ?) for relevance and to insure content remains relevant and timely. Would require a 'published_date' tag. Also, perhaps an email notification to...badge creator? when the badge review time approaches.
(Hm...What happens to the learner's credits if a badge is retired after say, 8 years? What about orphaned badges, those that are abandoned by their creators/maintainers?)
