I am using js a lot and implementing it with my site but am I still eligible for a subdomain if my site isn't 100% js related

No, just because a site is built with JS does not automatically mean it is eligible for a JS.org subdomain -- the content needs to be specifically related to the JavaScript community/ecosystem, something other JavaScript developers would be interested in.
