Adding a style guide to the repository

So when people create files, if they want comments they need a style guide. Please add an STYLE.md. It helps us people add new comments

I'm really not sure I follow what you're asking for / suggesting here? How could we possibly need a style-guide for adding a single line to cnames_active.js. That process is already well documented in the file itself, and in our README.

For big PRs that involve adding files

There will be no big PRs adding files... the only PRs here are adding single lines to cnames_active.js...
