EPIC: port python's csv.sniff

• Seed port by using Copilot to convert python's csv sniff to Rust
• Create more exhaustive test cases
• Try to keep the same API as the current qsv-sniffer, but be open to adding capabilities from Python
• optimize for Rust
• release as a new minor version (0.2.x)
• create benchmarks comparing performance vs Python
• keep iterating, and once stabilized, release as a new major version (1.0.0)
