Add timeout for screen recording

In a chat, there is no guarantee that the stop recording tool will ever get called.

This can mean that a screen recording can essentially go on forever. On Android in adb, there is a parameter to allow for timeout.

We should add a parameter in the tool call for this and a global timeout that can be set via env.
