Issue number scan inconsistent

#1 is not recognized but #10 is. I am new to ruby but it looks like it is finding only issues greater than 9.

This is an issue with the regex used. I fixed it in my fork

NOTE: My fork is still in progress, but should be ready to go in an hour or so.
