Quoting with lower quotes is a very old-school way of quoting in the Dutch language. Following convention set by Onze Taal: https://onzetaal.nl/taalloket/aanhalingstekens-en-leestekens

But Wikipedia says,
«The standard form in the preceding table is taught in schools and used in handwriting. Most large newspapers have kept these low-high quotation marks, „ and ” […]».
If this is true, then the low-high quotation marks is the school way, and not a “very old-school way”, and most large newspapers take it. So the user must be given a choice.
