Among the old style for German csquotes seems to support all but swisshighgerman.
Strange enough, it is supported for swissgerman, which is, sorry, a dialect, no language, you maybe mixed up.
In contrast, nswissgerman is the new variant of swisshighgerman and treated correctly.
As you may have seen, babel added support of ini definitions above traditional ldf specifications.
I think you support none of these,
but I think this would be a good thing.
This would allow to use german for new german and german-traditional for the old one.
Well, also german-at and german-ch would be supported.
