Needs command to remove annotations

Now, that jic-dtool/dtoolcore#35 allows annotation removal in dtoolcore, we should have a command for annotation removal in here. I suggest

dtool annotation delete {ANNOTATION_NAME}

in analogy to the dtool tag delete command.
