Updated react-devtools-core to 4.25

This is needed to support the latest react native v0.68+. Tested and everything works locally.

Let me know how we can move this along.

Thanks! I will plan this to release as next minor version.

I also bump the react-devtools-core version to v4.25 for keep it up to date. (Confirmed it works fine with v4.24 backend)

As @jhen0409 mentioned 5 days ago:

v0.13.0 is now available

So make sure that you are using version 0.13.0 if you need support for React Native v0.68+
