Upgrade the go version used to build and release JFrog CLI to 1.23.1.

I believe that the Static Analysis / Go-Sec ubuntu-latest (pull_request) will pass after https://github.com/jfrog/.github/pull/4/files is mreged, so will you be able to review https://github.com/jfrog/.github/pull/4/files first?

LGTM.
We can also update the GO version inside the REAME.md :)
And also don't forget to raise the GO version in https://github.com/jfrog/jfrog-ecosystem-integration-env
