I think a downstream PR/test should be filed against BlueOcean.

I won't feel confident about this bump until we at least see Blue Ocean have a green build, or even use it. Currently Blue Ocean is on 1.6.

Tested and merged in jenkinsci/blueocean-plugin#1922
i.e. also out in 1.14 release of Blue Ocean. So this is good to me now.
