Test With > NCover doesn't work when .NET 2.0/3.5 isn't installed

NOTE: Allow NCover/NCoverExplorer to run when just .NET 4.x is installed.

I was doing special checks to make sure that .NET 2.0 was installed. This needs to be extended to include .NET 4.0!
