Update requirements

Fix a couple tiny bugs, change output filename

Quicklisp was being installed with the environment not set
appropriately, so it would pollute the user's AppData.

Also, there were some typos causing us to extract the emacs and sbcl
versions incorrectly.

These were both noticed while changing the output filename to include
the sbcl and emacs versions
