Add configurable maximum limits on planting and unplanting contained resources

Add the ability to limit the amount of contained resources that a recursive plant or unplant will be performed on.

Potentially. The concern would be if you have a container with a ton of resources and a recursive plant is performed - it could possibly be an avenue for denial of service.
